Police called to a welfare check on SR-191. Driver arrested for DUI and not having a driver’s license, only a Mexico ID

At around 10 pm, police were dispatched to a welfare check on SR-191 near MM 357 to a male sitting in a red car that appeared to be on "something."
UHP Trooper Willoughby was traveling northbound when he was advised that the vehicle had left and was traveling South on SR-191.
At MM 354, the trooper saw a vehicle matching the description coming toward him weaving, and it almost left its lane and hit the trooper. Trooper Willoughby turned around and started following the red car, watching it weave between the white and yellow center lines.
The vehicle would cross the double yellow lines, with half of it in the opposite lane of travel. The driver then aggressively jerked the wheel, pulling the vehicle back into its lane of travel.
Trooper Willoughby conducted a traffic stop, and the vehicle took an unusually long time to pull to the side of the road and come to a stop.
The driver of the vehicle informed Trooper Willoughby that he did not speak English and only spoke Spanish. Using translation devices, when talking to the driver of the vehicle, the trooper could smell the odor of alcohol coming from the car.
When the trooper asked the driver how much he had to drink that night, he said he had drunk three beers. The trooper asked for his driver's license or some sort of ID, and he stated he didn't have any. The trooper then asked for the driver's name and date of birth, to which he provided me with David Roman Pascual, but he could not give him an accurate date of birth.
Trooper Willoughby found the driver's ID card from Mexico, giving the driver a date of birth on December 4th, 1995. (29-years-old)
Due to the admission of recent alcohol consumption and his glossy and watery eyes, the officer asked if he would be willing to do some tests to make sure he was okay to drive, to which he consented.
As Pascual exited the vehicle, he had a very difficult time maintaining his balance, and Deputy Ogle had to make sure he didn't trip and fall. Pascual did not understand the instructions for the tests, so they waited for another deputy to arrive to translate the instructions.
At the conclusion of the tests, Trooper Willoughby believed Pascual was too impaired to be operating a motor vehicle safely and placed him under arrest for DUI, failure to operate within a single lane, and no valid license never obtained.
David Roman Pascual may post bail in the amount of $2,000.00
