At 2:30 am, Vernal City Police Department was made aware of a domestic violence incident that had occurred a few days before on 10/25/24. The victim told the officer that her husband had strangled her.

While Officer Maughan spoke with the victim about the incident, he noticed her voice was raspy. She also had slight bruising to her neck along with petechiae in both her eyes. The officer recognized these observations to be consistent with signs that someone had been strangled.

A petechia is a small red or purple spot that can appear on the skin, conjunctiva, retina, and mucous membranes which is caused by haemorrhage of capillaries.

The victim also showed the officer pictures that were dated 10/25/24, at approximately 5:00 pm, when she said the strangulation occurred in the bedroom.

The victim began showing Officer Maughan multiple bruises on her chest and arms. She stated that they came from Clint during the incident. The bruises were smaller, oval, and consistent with bruises from fingers firmly gripping a body part.

The officer asked the victim how she knew 33-year-old Clint Raymond Farmer. She told him they were married and had children together. The victim stated Clint lived with them but had recently moved out.

Officer Maughan spoke with Clint, who said nothing physical had happened and denied placing his hands on the victim. He also said where the victim would have bruises, but said a disease caused had caused them. Clint then showed the officer a video of the victim lying on the bed and Clint getting up from the bed where the victim said she was strangled. Clint said the video was just after the argument.

At this time, the officer determined there was probable cause for the arrest of Clint Farmer and transport him to the Uintah County Jail, as per the charges below.
