Police arrest an intoxicated man walking in and out of traffic and talking about CIA mind control

| Vernal, Ut. | July 5th, 2025 |


Around 5:30 p.m., the Vernal City Police received a report of an intoxicated person walking in and out of traffic near 400 E. Main Street.


Police arrived and found a male lying on the sidewalk with an open case of beer in front of a business at 395 E Main. There was a dented plastic garbage can next to him on its side and trash scattered around.


Officer Watt recognized the man from a call the previous night where police met with him at a motel after receiving a complaint about him being intoxicated and making a lot of noise.


When police contacted him the previous night, he was identified as 34-year-old Matthew Ryan Nix.


During the previous interaction with Matthew, he talked a lot about the CIA doing tests on people, mind reading, and him being a shaman. He also spoke about not being afraid of assaulting officers and saying he is a trained boxer.


Matthew was intoxicated and possibly suffering from some mental issues. Officers persuaded Matthew to return to his room and go to sleep for the night.


In this incident on July 5 2025, Matthew again was talking about the CIA and mind control, saying that he can read minds. He commented boxing with the police again, and he wasn't afraid to fight with them.


The decision was made to place Matthew in handcuffs while he was kneeling down to keep Matthew and the officers safe because he stated he wanted to fight. Matthew was asked to put his hands behind his back, and he complied.


After the handcuffs were placed on his wrists, Officer Watt was adjusting and doubling, locking them when he started to pull away and turn toward the officer. Assisting Officers had to lay him down on his stomach to gain control of Matthew. While escorting him to a patrol vehicle, Matthew kept repeating himself, threatening the officers and kicking off both his shoes.


When the truck door was opened, he initially wouldn't get in, but after some verbal persuasion, he stepped up and got into the truck on his own.


Matthew was transported to the county jail, where the officer warned the corrections deputies that he was being combative as he continued to make threats about killing the officers.


Upon arriving at the jail, Officer Watt spoke with Matthew, who seemed calm and asked him to cooperate with the deputies. He got out of the truck and said the only reason he wasn't going to assault them was because of their conversation.


However, he made a statement about headbutting one of the correction deputies as soon as he grabbed Matthews's arm.


Mathew was taken into a holding cell where he was somewhat cooperative but then had to be forced to the ground by the corrections deputies because he would not comply and was threatening them. Once deputies uncuffed him, he stayed on the ground, continuing to make threats to kill police officers.


While at the jail, Matthew was given a portable breath test by the jail staff for medical reasons that confirmed his heavy consumption of alcohol. The result was a .270 BrAC.


 Matthew Ryan Nix may post bail in the amount of $230.00.
