One Man Arrested For Starting A Fight

Cpl. Ross responded to a disorderly detail. It was reported that two males were fighting on the sidewalk. One of the males was described as wearing a blue shirt and shorts.
When the officer arrived, two males were on the ground, one wearing a blue shirt and black pants, who the officer recognized as 28-year-old Justin Ray Cossel from other previous incidents. Next to Justin was a vape pen labeled Rocky Mountain Cannabis that appeared to have THC contents inside.
Justin was quickly detained in handcuffs and secured away from the other involved parties. It was found that Justin had one active state-wide warrant for his arrest. Justin was searched, and a clear baggy with a strong odor of marijuana was found inside one of Justin's pockets.
Cpl. Ross was provided with a video of the incident showing Justin walking up to the residence. The other male involved stated Justin was told to leave the area, and he became confrontational. Justin was seen walking across the front yard towards the male while yelling if there was a problem, along with other obscenities.
After Justin was face to face with the other male, he was seen pushing the male. The male stated he was hit at least three times in the face and then received additional strikes from Justin throughout the altercation. The male was able to restrain Justin to the ground shortly before the police arrived on scene and placed Justin into custody. The male stated he had injuries on his back and shoulder, along with some scratches.
In the video, Justin was seen using unlawful force or violence that caused or created a substantial risk of bodily injury. Justin created a hazardous or physically offensive condition by engaging in an act that serves no legitimate purpose while causing public alarm by engaging in violent, fighting, tumultuous, or threatening behavior while in a public area. Justin was in found in possession of marijuana and drug paraphernalia.
Justin Cossel was charged with the following, and was later released from jail:
Assault
Possession of Marijuana
Possession of Drug Paraphernalia
Justin Cossel was arrested again on June 26th, 2024. He has not been released from jail yet, and there isn't a report on the incident so far.
