One arrested after a dust storm caused an accident on US-40 in Uintah County

UHP was dispatched to a motor vehicle accident near milepost 172 on US-40, where multiple vehicles and several patients were involved.
Trooper Ryan arrived on the scene and observed a Chevy Avalanche behind a Ford F-250. The Chevy had severe front-end damage, and the Ford had severe rear-bumper damage.
The trooper recognized one of the drivers as 41-year-old Delmar Ray Cesspooch from previous law enforcement encounters. The trooper asked how the accident occurred, and he stated they were driving when a huge dust storm happened, which reduced visibility to almost nothing.
Delmar stated they were driving at approximately 60 mph when they came up on the Ford truck, could not stop in time, and rear-ended the vehicle.
Trooper Ryan later watched a dash cam video from a separate collision that showed the visibility to about 10-20 feet.
The trooper spoke with the passenger of the Ford, who stated that they were driving at approximately 5 mph due to the dust storm when they felt the car hit them from behind and pulled off to the side of the road.
A records check of Delmar’s license showed it was suspended for a second or subsequent offense, per se arrest. The vehicle showed insurance was last reported as of April 30, 2025.
Delmar had an injury to his head and damage to the windshield that was consistent with a driver not wearing his seatbelt and being involved in a high-speed collision. Trooper Ryan asked Delmar if his injury to his head was because he hit his head on the windshield. There was evidence he wasn't wearing his seatbelt. He laughed and stated yes.
The vehicle was impounded on a state tax status for no insurance. During an inventory of the vehicle, Trooper Ryan found court paperwork out of Uintah County for two charges of driving on a suspended license and one charge of operating a vehicle without insurance.
Delmar Cesspooch was arrested for driving on a suspended license, having a suspended license from a previous DUI, operating a vehicle without insurance, following another vehicle closer than safe/prudent, and failing to wear a seatbelt.
Delmar Ray Cesspooch may post bail in the amount of $1,925.00.
