Officer Cox was parked near 2900 South and 1500 East in Naples when a vehicle traveling North toward US-40 passed and returned with no insurance. The officer then initiated a traffic stop at 2700 South 1500 East.
Upon approaching the vehicle, the officer could detect a strong odor consistent with marijuana. The driver was identified by his ID card as 58-year-old Ryan Keith Adams.
The occupants were advised that the officer could smell the odor of marijuana, and the passenger stated that she had been around people smoking earlier.
The occupants were told that their vehicle was going to be searched, and Ryan began pulling some smoked marijuana roaches from the center console area and said that was all that was in the vehicle.
Officer Cox started to have the two exit the vehicle to perform the search when the passenger admitted to having more marijuana items in the center console.
While searching, two white plastic containers with a green leafy plant material. A glass pipe with burnt residue was also located. There were several random rocks in the vehicle, and Ryan also had rocks in his pockets when he was searched. This is a common indicator of methamphetamine use.
Officer Cox asked both occupants if they had been using any meth, and they both stated they didn't use any, and none was found during the search.
Neither Ryan nor the passenger could ever show proof of insurance for the vehicle, and Ryan's driver's license status is currently suspended.
Ryan was found to have several warrants and placed under arrest. He was asked more than once if he had anything on him that wasn't found before he went to jail, and he stated that he did not.
At the jail, corrections officers located a small clear baggy of marijuana and a small blue baggy of methamphetamine that was shoved into the change pocket of his pants.
Because Ryan brought illegal drugs into the Uintah County Jail, he was charged with the introduction of contraband, a 3rd-degree felony.
Ryan was booked into the Uintah County Jail for driving on a suspended license, operating a vehicle without insurance, possession of controlled substance meth, possession of controlled substance marijuana, drug paraphernalia for the items used to contain and facilitate the use of illegal drugs, possession of controlled substance into a correctional facility and his 5 statewide warrants.
Ryan Adams was later released.
