Man Arrested For Driving High On Marijuana. Cocaine Also Found In The Vehicle

Uintah County—On March 18th, Trooper Ryan was patrolling US-40 when a silver car with window tint that appeared to be darker than the legal limit, and initiated a traffic stop on the vehicle near milepost 136.
The trooper approached the vehicle and could smell the strong odor of burnt marijuana coming from the vehicle. The driver identified himself as 24-year-old Elver Moises Vicente Munoz by his Florida driver's license.
A records check showed that his license was valid, and the trooper asked Elver to exit the car because he could smell marijuana. He told Trooper Ryan that he had smoked marijuana approximately 45 minutes ago in Roosevelt. The trooper could see that his eyes were extremely bloodshot, and asked if there was any marijuana in the vehicle. He stated the burnt roach was in the coffee cup, in the center console.
Munoz pointed to the passenger door of a black container. The container was labeled "Third Eye Kind Indica" with a THC symbol. Trooper Ryan asked Munoz if that was the joint that he smoked, and he stated yes.
A search of the vehicle yielded more marijuana paraphernalia in the trunk, in a gray colored cooler. In the front side pocket of the cooler was a folded $1 bill and a tied-up, clear plastic baggie. Inside the baggie was a white, chalky substance the trooper recognized as cocaine. When he unrolled the $1 bill, he found more of the white chalky substance. The white substance was field tested positive for cocaine.
At the conclusion of the field sobriety tests, Munoz was too impaired to operate a motor vehicle and was placed under arrest for DUI, possession of a controlled substance, cocaine, possession of a controlled substance marijuana, possession of drug paraphernalia, and window tint violation. Munoz consented to a blood draw, which was taken at UBH in Vernal. He was then transported to the Uintah County Jail.
