Officer Webb was sitting stationary at 900 West US-40 when he observed a male walking a bicycle on the side of the Vernal Urgent Care building. The male begins to urinate near the side of the building.
Officer Webb and Sgt. Cannon spoke with the male, who identified himself as 45-year-old Richard T. Jones. During their conversation, Richard admitted that he did urinate on the side of the building.
A records check performed by central dispatch revealed that Richard had a warrant for his arrest out of the Uintah County Justice Court. Richard was placed under arrest, and he said he had a pipe on his person. During a search of Richard's jacket, a glass pipe was found. The glass pipe contained a white crystalline substance, consistent with methamphetamine.
Sgt. Cannon advised Richard of his Miranda Rights and stated he understood. Richard said the pipe was used to ingest CBD, but when Sgt. Cannon tested the crystalline substance, it tested positive for methamphetamine.
Richard was transported to the Uintah County Jail, where he was booked for Possession of methamphetamine, Possession of drug paraphernalia, Public urination, and the State Wide Warrant.
