Illegal Alien Arrested In Heber City For Kidnapping and Aggravated Assault Of A Female

Heber City Police Officers responded to a report of a male beating and trying to kidnap a female by forcing her into a vehicle.
When Officer Bowers arrived, he found a male knelt down next to a vehicle. The driver's side rear door was open, and an individual was inside. The male stood up, and the officer told him to put his hands above his head and walk toward him.
The male began to walk toward Officer Bowers, but he turned away from the officer and began to walk toward the female victim. Officer Bower ran over to the male and grabbed him to prevent him from causing further harm to the victim. The officer began to escort the male to his patrol vehicle, and the male appeared to have difficulties walking. He tried to push himself back against the officer as he walked.
Once they got to the patrol vehicle, the officer used the vehicle to assist with gaining control of the male and placing him in handcuffs.
The male was identified as 21-year-old Felipe Hidalgo Analco.
Felipe began yelling at someone about getting deported back to Mexico. Other officers arrived, but Felipe didn't walk with the officers to the prisoner section of the patrol vehicle. He tried to walk away from the officers as if attempting to escape them.
Officers were able to gain control of him and placed him in the prisoner section of the marked patrol vehicle. Felipe again would yell at someone on the cell phone that he would be sent back to Mexico.
Officer Bowers spoke with the female victim, who stated that Felipe chased her out of the residence. During the incident, he grabbed her hair and her throat. She had fallen down a flight of stairs trying to escape from him. He then attempted to drag her by the hair to the vehicle.
The victim told the officer that Felipe had hit her in her right eye, and during the struggle, her bra strap was broken off. She showed Officer Bowers the strap that was broken, as well as several red marks on her chest along with red marks on her arms and neck.
The female victim was seen by EMS and refused to be transported to a hospital.
Felipe’s vehicle was parked in a way that it was blocking the parking lot. There was an open container of alcohol in the back seat, and the victim told officers that Felipe was the one drinking the alcoholic beverages. A witness told officers that she saw Felipe in the driver's seat, and he was operating the vehicle.
A witness also provided a video recording of the victim trying to get away from Felipe. He had grabbed her and was trying to push her into the vehicle. The victim was able to escape, but Felipe chased behind her.
In the video, the victim and Felipe are facing each other, and the victim is trying to leave. Felipe then wraps his arms around her in a bear hug and is seen dragging her to the vehicle. The female can be heard screaming and trying to escape from Felipe. Felipe dragged the female to the vehicle and tried forcing her inside the car. The female resisted, and Felipe can be seen in the video forcing the victim to sit in the rear passenger seat. In several attempts to overcome her, Felipe can be seen stretched with his legs out, using all of his power to push her into the vehicle. She can be heard screaming, "No!"
Witnesses told officers that they saw Felipe "choking a woman from behind and punching her."
Witnesses continued by telling the police that Felipe was trying to force her into the backseat of a vehicle. The victim was "resisting as much as possible and screaming."
The witness yelled at Felipe to stop as he started the car and drove a little in reverse. He again attempts to force the victim into the backseat. The victim escaped, and he again grabbed her, this time by her hair, and tried to force her into the vehicle.
Felipe had a complete disregard for the victim, as well as the witnesses telling him to stop.
The victim was worried about any repercussions that Felipe would do to her or her children, who do not live with her.
On 5/19/24, Felipe was the subject of a "Keep the Peace." The victim told officers that she had an argument with Felipe and that she wanted officers present while she removed items from the residence. She was concerned that Felipe would do "something to her." Officers spoke with Felipe, who said the argument was just verbal.
While at the Heber Valley ER, Officer Bowers applied for a DUI search warrant, which was granted. Two vials of blood and a urine sample were taken. Felipe was cleared medically and transported to the Wasatch County jail. I read him a Right to a Hearing at the Wasatch County jail.
Based on the affirmation of Officer Bowers, the arresting officer, the undersigned magistrate finds that probable cause existed for the arrest without a warrant of Felipe Hidalgo Analco.
The current offense is a felony. The court finds substantial evidence to support the charge and finds clear and convincing evidence that Felipe Hidalgo Analco would constitute a substantial danger to any other individual or to the community or is likely to flee the jurisdiction of the court if released on bail.
The current offense is a Domestic Violence offense. The court finds substantial evidence to support the charge and finds clear and convincing evidence that Felipe Hidalgo Analco would constitute a substantial danger to an alleged victim of domestic violence if released on bail.
Therefore, the court ordered that Felipe Hidalgo Analco be held without bail.
