Female Released Twice From A Traffic Stop, Arrested Three Days Later

| Vernal, Ut. | September 6th, 2024 |


While on patrol, Officer Webb observed a black Chevrolet truck traveling East on Main Street. The vehicle approached the intersection of Vernal Ave. and Main Street and changed lanes without using its turn signal.


The vehicle then made a left-hand turn onto Vernal Ave from Main St. without using a turn signal. The officer initiated a traffic stop near 25 East 100 North.


Officer Webb approached the vehicle and made contact with the driver, 42-year-old Melissa Ann Moyer.


Cpl. Randall asked Melissa for her information, and she stated that her truck didn't have insurance.


The officers returned to the patrol vehicle to perform a records check, which revealed that Melissa had a suspended Iowa driver's license, the truck's registration expired in November 2023, and no insurance.


Officer Webb returned to the vehicle, asked Melissa to exit the truck, and explained that an inventory of the truck would be performed because it did not have any insurance.


A citation was given to Melissa, and she decided to leave the scene before the inventory and impound were completed.


During the inventory, Officer Webb found a large blue and pink bag. Inside the bag were two women's shoes and other personal items. There was a magnetic key holder with a clear plastic baggie inside. The baggie contained a white crystalline substance identified as methamphetamine by Cpl. Randall.


Officer Escobedo and Sgt. Manning continued the vehicle's inventory while Officer Webb and Cpl. Randall went to find Melissa. She was found at 650 North Vernal Ave.


During their conversation with Melissa, she stated that a friend in Colorado gave her that bag and that she hadn't gone through the bag but threw a bunch of her belongings in it.


Melissa accepted ownership of the bag. However, she was unaware of the key holder, and she could describe items found inside the bag.


After the conversation, Melissa was allowed to leave again.


On 09/06/2024, Melissa was located at 1781 West 1000 South by Officer McCurdy and taken into custody.


Melissa was booked into Uintah County Jail on possession of a controlled substance, possession of drug paraphernalia, driving on a suspended or revoked license, Operating a Vehicle Without Insurance, and Failure to Register or expire vehicle Registration.
