At around 1:00 pm, Deputy Borrelli responded to the Uintah Basin Medical Center at 250 West 300 North In Roosevelt for a disorderly patient.

When the deputy arrived, a female identified as 39-year-old Tishelle Don Roholt was in one of the exam rooms throwing things around, banging her head against the walls and door, and kicking the medical equipment.

When Deputy Borrelli approached the door to the room, Tishelle walked to the glass window and began yelling at the deputy. When asked what was wrong, Tishelle continued to yell about wanting a cigarette. When told she couldn't smoke inside, Tishelle started to bang her head against the glass several times. She then walked away and began kicking and throwing things around the room.

The deputy entered the room to try and talk with the female and asked her to sit down on the bed. She walked toward the deputy and started yelling in his face. Tishelle was asked again to sit down and to stop hitting and kicking things.

Tishelle turned around and kicked the medical bed again, and became enraged. She was informed that she was being placed in handcuffs and told to put her arms behind her back. Tishelle was handcuffed, and when checking the cuffs, she began to pull away, screaming again.

Deputy Borrelli pushed Tishelle onto the medical bed face down and secured her arms while telling her to stop pulling away. She continued to scream and kick and, at one point, kicked the deputy in the leg.

Once the handcuffs were secured and double locked Tishelle was restrained to the medical bed while a medical clearance was being processed.

Once the deputy received the medical clearance, she was escorted to the patrol vehicle. While walking to the patrol vehicle, Tishelle attempted to pull away from the deputy. Tishelle then grabbed onto the deputy’s fingers with her other hand and attempted to twist. Deputy Borrelli tightened the wrist lock, and she released his fingers. She was instructed not to grab his fingers again.

Tishelle was placed in the back of the patrol vehicle and transported to the Duchesne County Jail, where she was booked for assault on a peace office, interfering with an arresting officer, disorderly conduct, and criminal mischief.
