Female Arrested After Police K9 Alerts On The Odor Of Illegal Drugs During Traffic Stop

Ballard, Utah—At around 6:30 pm on March 15th, 2026, Sgt. Watkins ran the vehicle's license plate and found that the registered owner had an active statewide warrant, and conducted a traffic stop on the black Jeep Cherokee in the area of 1400 North 2500 East in Ballard.
As the deputy approached the driver's side window, he noticed the driver was not the registered owner but a female he had dealt with before, and confirmed his suspicions that she was 43-year-old Pamela Irene Cuch.
Sgt. Watkins also knew that her driver's license was not valid and gathered Pamela's ID, confirming that her license was suspended for not having insurance.
While the deputy was writing a citation, he requested a narcotic K9 be deployed to conduct a free-air sniff around the vehicle.
Cpl. Harrison with the RPD arrived, and he deployed his K9 around the vehicle, which indicated an odor of illegal narcotics. Pamela and two passengers were asked to exit the vehicle. One of the passengers (unknown) was found to have an active arrest warrant.
A search of the vehicle revealed a purse, which Pamela admitted was hers. Inside the purse was tin foil with residue consistent with smoking either heroin or fentanyl, as well as a small baggy. The substance inside this baggy field tested positive for methamphetamine.
Additional paraphernalia and tooter straws were located in the vehicle, the paraphernalia being additional tin foil with tracks on it, which is referred to as "chasing the dragon." This is when a pill is smoked off of it; it leaves black lines on the tinfoil. Additional drug paraphernalia was in with the pizza that had just been purchased.
The paraphernalia inside the pizza box was two tooter straws and additional tin foil. A coat found in the vehicle had additional tooter straws in its pockets. No one claimed ownership of this coat.
In October 2025, Ms. Pamela Cuch pleaded in abeyance for misdemeanor (Class A) possession of narcotics and possession of drug paraphernalia, given that she is currently under a plea in abeyance, Sgt. Watkins is requesting that the charge for possession of methamphetamine be enhanced by one degree.
