At approximately 9:30 a.m., a Utah Highway Patrol Trooper saw a white passenger car pass a vehicle and approach him from behind at a high rate of speed.

The trooper was able to lock the vehicle's speed at 82 mph and initiated a traffic stop near mile marker 137 on US-40.

Trooper Ryan approached the vehicle and observed two occupants. The driver identified himself as 18-year-old Triceson Red Cloud Elk Duncan by tribal identification. The passenger was holding a nicotine vape and observed an open container of spiked Arnold Palmer at his feet. The passenger identified himself as 17-years-old.

During a records check on the occupants, dispatch confirmed neither had a driver’s license. The trooper returned to the vehicle, and Duncan stated his uncle had a valid driver's license and was on his way.

Trooper Ryan searched the vehicle and found the Arnold Palmer had a small amount of liquid inside. In the back seat was a black bag with a Glock handgun with a 30-round magazine, a pre-roll marijuana joint, and a little over $2,000 in cash.

The trooper also found Duncan's social security card and a receipt for $2,333 from the Ute Tribe in Fort Duchesne.

In the driver's door was a cardholder with the same design as the black bag from the back seat. In the holder was Duncan's state-issued ID card. Due to the bag and cardholder design matching Duncan's social security card and the receipt issued to Duncan, the trooper determined the marijuana joint and gun belonged to Duncan.

Triceson Duncan was advised of his Miranda Rights and stated he didn't want to speak to the trooper. Duncan was placed under arrest and transported to the Uintah County Jail, where he was booked on the charges below.

Triceson Red Cloud Elk Duncan may post bail in the amount of $2,500.00.
