Boyfriend puts a GPS tracking device inside girlfriend's coat

On 2/21/25, a female reported to Officer McCurdy that a GPS tracking device was found inside her coat.
The victim believed the GPS tracker was placed there by her boyfriend, 55-year-old Alvin "Russell" Kartchner, whom she had been living with for the last three months.

While the officer was speaking with the victim, she appeared extremely nervous about reporting an alleged physical altercation between her and Russell at his residence on February 18, 2025.
According to the victim, she received several messages from Russell indicating he knew where she currently was. She stated that she never told Russell her whereabouts after the alleged altercation.
There was a photograph attached to Russell's messages that was compared to Russell's Utah driver's license and confirmed to be that same person.
The victim alleged on February 18, 2025, while at Russell's residence, he strangled her approximately five to seven times. She stated this occurred in the bedroom on the bed and the floor. During this time, Russell allegedly brandished a firearm during the altercation.
While speaking with the victim, the officer could see minor abrasions or scratches on both sides of her neck. The victim explained that at one point, Russell scratched her face. Even through her makeup, a mark consistent with a scratch was observed on her left cheek.
The victim explained she was scared and wanted to leave his residence but waited until Russell left first.
The victim indicated she feared for her safety, indicating the fear of Russell killing her if he were to be arrested.
On 3/10/25, Russell was located at Eighth District Court and taken into custody by an assisting officer. Russell was transported to the Uintah County Jail and booked.
Russell alleged the gun was not real and described it as a cap gun. When confronted about the messages indicating the gun, Russell indicated he wanted it for his own protection. Russell denied ever placing the GPS tracker in the victim’s coat.
Russell stated that while leaving town, he saw the victim’s car and followed her into the trailer park. Russell wanted the victim to believe the gun was real out of fear for her friends. He denied any physical altercation occurring between him and the victim and said the abrasions and scratches observed on the victim were from her picking at herself.

If you think you have a GPS or a camera somewhere there is a device that they claim will help you find them. I have read that if there is a internet wifi router or modem it can interfere with the signal. There are several on Amazon and they are not expensive.
