An intoxicated male was found lying on Main Street in Vernal

Vernal, Utah (5/24/26)—An intoxicated male was found lying in the roadway near 700 E and Main Street. When the police arrived, they found him lying on his side in the parking lane just outside the outer lane of travel.
Across the street, police noticed a vehicle with its hazard lights on, and the officer first thought the man may have been hit by a passing vehicle.
As the police pulled up next to the man, he started to get up, and he was asked if he was ok, to which he replied he was. The officer had the man sit on the ground in fear that he might fall and hurt himself.
The man was later identified as 43-year-old Justin Glen Andrews.
While the officer spoke to Justin, he could smell the odor of alcohol and noticed that he had urinated in his pants. It was very obvious that Justin was very intoxicated, and was able to tell the officer how he got to where he was. Justin was requested to submit to a PBT test, which he refused to do.
Because Justin was found so intoxicated and lying in the roadway, he was a danger to himself and others, and was arrested for public intoxication.
At the Uintah County Jail, Justin's wallet and pack of cigarettes were placed on the counter in the prebooking area to be added to his property. Later, a deputy at the jail opened the pack of cigarettes and found a couple of cigarettes and a hand-rolled marijuana cigarette.
Justin refused to be interviewed by the police and was booked into jail.
