An intoxicated male walks out of the saloon and yells at officers during a traffic stop

At around 1:00 a.m., Uintah County Deputies were in the area of 700 East US-40 conducting a traffic stop when a male dressed in all black with white lettering walked out of the Gateway Saloon and walked westbound on the North side of the highway.
As the male got closer, he started yelling at the officers and stumbling around. One of the officers told the male to continue or he would get an intoxication charge. The man continued walking down the sidewalk before stopping near 565 East Main St., where he again yelled at police during the traffic stop.
Shortly after, the officers received a call about a person who had left the Gateway Saloon and had been disorderly and was kicked out of the bar. The male tried to get back into the bar, but an employee locked the door, and a witness stated the male removed a knife from his person and made a slitting motion across his neck.
The bar staff identified the male as 46-year-old Arrow Chicosun Wissiup and described him as a Native American male wearing a black shirt with white lettering.
Deputy Roth left the traffic stop and located the male. As the deputy began driving up to him, the male started to run away. Deputy Roth stepped out of his vehicle and told Arrow to stop and speak with him.
Arrow stopped and said he was just walking home. Deputy Roth explained that he had been called in as a disorderly patron at the Gateway Saloon. The deputy asked to see the man's ID, and he refused multiple times.
The deputy explained to him he would ask one more time to provide his ID, and if he failed to do so, he would be placed in handcuffs. The male placed his wallet back into his shorts and stated they knew who he was.
Arrow was placed into handcuffs and detained. During a custodial search of the male, the officers located a knife on a chain around the male's neck, a clear plastic bag containing green organic material smelling of marijuana, and a red plastic bag with brown crushed stems and caps that resembled that of Psilocybin (Magic Mushrooms). A tribal identification card was located in the male's wallet, identifying him as Arrow Wissiup.
Deputy Roth explained to Arrow he was being arrested and transported him to the Uintah County Jail, where the deputy read Arrow his Miranda Rights. The deputy said he wanted to talk about the marijuana that was found in his possession. Arrow stated That's my shit and claimed to have a medical marijuana card.
Deputy Roth asked Arrow about the crushed mushrooms. Arrow again said they were his and that he had found them. Arrow refused to provide any more information.
Arrow was booked into the Uintah County Jail on the following charges:
One count Possession of a Schedule 1 Controlled Substance Hallucinogen- Class A Misdemeanor.
One count of Possession of Marijuana- Class B Misdemeanor (Enhanced for prior conviction in 2021).
One count Possession of Controlled Substance with Dangerous Weapon other than Firearm- Class A Misdemeanor.
One count Intoxication- Class C Misdemeanor.
One count Disorderly Conduct Violent/ Tumultous Behavior.
