The Uintah County Sheriff’s Office received information from an individual that there has been a lot of stop-and-go traffic at the Keebler residence located at 4000 South 75 East. The individual said the home looks like a McDonald's drive-thru because so much traffic stops there.
This informant advised that people will go up to a bedroom window, which is cracked open.
The window is on the west side of the single-wide trailer, and people will stop, make contact, and leave. The investigation found that 35-year-old Monica Sue Searcy is staying at this residence and is currently on felony probation with AP&P.
Sgt. Watkins accompanied the AP&P agent to the address to speak with the homeowner Stanley Keebler, who admitted his daughter, Monica Searcy, is staying at this residence and has her own bedroom located at the west end of this residence. He advised Monica was not currently home.
The deputy noticed the window cracked open leading into this bedroom. The corner of the window screen was partially pushed out, indicating there had possibly been transactions done through the window, which is consistent with what this informant told Sgt. Watkins.
Agent Julius and Sgt. Watkins went to Monica's bedroom, located at the west end of this residence. Her ID was sitting on the dresser, in the trash can next to this dresser, in plain view was tinfoil with burnt substance on it that is consistent with ingesting fentanyl pills.
Agent Julius advised she had access to search anything in Searcy's room, opened the dresser drawer, and found tinfoil with what appeared to be a controlled substance on it and a tutor straw consistent with fentanyl.
Sgt. Watkins spoke with the homeowner and told him he believed his daughter was distributing illegal narcotics; he wasn't surprised.
The bedroom was secured, and a search warrant application was submitted to the on-call Judge. Once the search warrant was approved, Monica Searcy's bedroom was searched.
During the search, tinfoil with residue was located, the suspected residue was believed to be fentanyl. Also, tutor straws with residue and a syringe were found.
Prior to leaving this location, Sgt. Watkins again spoke with Stanley who verified again several unknown subjects would stop by for a short time then leave.
At the Uintah County Jail, the deputy read Monica her rights per Miranda, she understood her rights and agreed to speak with Sgt. Watkins.
During this interview, Monica admitted she has been selling fentanyl in order to supply her addiction. She stated the items found in her room, she used to ingest fentanyl. Monica reported she would test positive for fentanyl and methamphetamine.
They spoke about Monica’s relationship with a Jessica Gardiner regarding fentanyl. Monica is familiar with Jessica and confirmed that on or about February 8th, 2025, approximately two weeks before the Uintah Basin Narcotics Strike Force Agents executed a search warrant on Jessica Gardiner's residence, she made the arrangements or introduced Jessica to Leslie Billings.
According to Monica, she knew Leslie Dale Billings sold fentanyl and planned with Leslie to meet with Jessica in order for Jessica to order and purchase fentanyl from Mr. Billings. According to Monica, she made the arrangements so Jessica could purchase about an ounce of fentanyl powder from Mr. Billings.
When the deputy asked Monica what she was supposed to get in return for making the arrangements, Monica reported that she was supposed to get a kickback from Jessica but claimed that did not happen.
Monica Searcy was booked into the Uintah County Jail for arranging to distribute fentanyl, possession of fentanyl, and possession of drug paraphernalia. She has two prior convictions in August 2024 for distribution/arranging to distribute illegal narcotics, along with convictions in 2020 for possession of illegal narcotics and drug paraphernalia.
The arranging to distribute fentanyl, the possession of fentanyl, and the drug paraphernalia were all enhanced by one degree each because of these prior convictions.
Sgt. Watkins stated in the affidavit that he is requesting "Monica to be held without bail because she is currently on felony probation with Adult Probation and Parole, I believe, for distribution of illegal narcotics. Monica arranged for Jessica to purchase fentanyl pills and powder. There were approximately 1000 pills seized along with fentanyl powder during the search warrant that occurred at Jessica Gardiner's residence. It was all because Monica made the introduction to Mr. Billings because she knew he sold fentanyl. Monica not only doesn't care about her addiction to fentanyl, she doesn't care about the distribution of this deadly substance to other addicts in the Uintah Basin."
