A woman with a statewide warrant arrested in Duchesne, and with possession of drugs

Duchesne, Utah—At midnight on March 20th, Cpl. Cox noticed a car parked at the Well's Club that he recognized from prior investigations and knew the driver was wanted on a statewide warrant.
The driver, 54-year-old Kandi Ann Thomas, got into her vehicle and drove eastbound through an alley. When entering the roadway from the alley, she failed to signal as she passed the deputy. Cpl. Cox pulled the vehicle over and asked Kandi for her driver's license. She also let the deputy know that she currently has an ignition interlock device installed in her vehicle.
Cpl. Cox returned to his patrol vehicle and had Dispatch confirm the warrant and check Kandi's driver's license status. Dispatch confirmed the warrant and advised the deputy that her license is currently suspended and that she is alcohol-restricted. It was also confirmed that Kandi has a prior conviction on her driver’s license.
The deputy returned to speak with Kandi to inform her that a warrant was issued in February 2025 and that her license is suspended.
The deputy had her exit the car and place her under arrest. While she was being placed under arrest, she told Cpl. Cox, she has alcohol in the back seat, but she had purchased it for someone else, and claimed none of the bottles were open.
Due to Kandi's suspended license, her vehicle was impounded. Before the car was taken, the deputy conducted an inventory search. He located a small black zip bag pushed between the driver's seat and the center console, near the seat belt. Inside the bag, toilet paper was holding a glass pipe with a white crystal substance consistent with methamphetamine. There was also a clear baggy with a white crystal substance, also consistent with meth.
Cpl. Cox went to his patrol vehicle to speak with Kandi, who was in the back seat. He showed her the items located and asked her about them. She claimed she didn't know what it was. Kandi then said that she has been helping other people, and it could be one of theirs. The deputy asked for a name, and she could only provide a first name. He continued talking with Kandi, and she admitted that the items were hers.
She was asked if there was anything else in the vehicle that she shouldn't have. She told the deputy there could be some old THC stuff in the trunk in a metal case. In the trunk, there was a metal container that had old THC containers and another glass pipe with white substance consistent with meth.
Cpl. Cox continued to inventory the vehicle and search for other illegal items. In the back seat, he observed a box that had multiple alcohol containers. One of the containers was unsealed and missing about half of its contents.
Also in this box were two purses. In one purse was a wallet that had Kandi's paper license, and another driver's license that did not belong to her. In a Crown Royal bag was a torch and a small baggie with two THC pills and a THC gummy.
The deputy asked Kandi about the license that wasn't hers, and she claimed she had found it a couple of days ago in Duchesne, but for some reason didn't call the police to have it collected.
Later, Cpl. Cox spoke with the owner of the driver's license, who told him she lost her wallet that contained a couple of hundred dollars and credit cards in Duchesne about three years ago and has since changed her last name.
When confronted about this, Kandi claimed she had found it months ago but denied finding a purse with it.
After the impound company picked up Kandi's vehicle, she was taken to the Duchesne County Jail and booked in for possession of controlled substance-meth, marijuana, possession of drug paraphernalia, open container, driving on suspended license with prior qualifying convictions, possession of another identifying documents, under two, with knowledge that she should not have those documents and unsafe emergence from alleyway. The statewide warrant was also marked served by Dispatch for Kandi.
