A vehicle was broken into during the rodeo last weekend, and the entire incident was caught on camera

The victim of the theft reported to police that his vehicle was broken into while he was attending the rodeo, and a little over $1,200 was stolen from the center console while it was parked at the Uintah Conference Center.


On June 17, 2025, Officer Webb retrieved camera footage from the conference center. In the video, the officer saw a Kia Soul park behind the victim's vehicle. A male driver exits the vehicle, enters the victim's vehicle, stays inside for approximately 28 seconds, then returns to the Kia and leaves the area.


The officer then followed the Kia backward in the video, attempting to see where it came from. While doing this, the Kia entered the parking lot and parked next to a white SUV.


The male driver exits the Kia and walks across the parking lot, where he is out of view for approximately 14 seconds. The driver then walks between the passenger side of the Kia and the white SUV, pulling on the door handle of the SUV to see if it was unlocked. It was locked.


The male driver then walks to a red extended cab pickup truck, where he can open the door by pulling on the handle. The male gets into the passenger seat and appears to be going through the center console for approximately 40 seconds. The male driver exits the pickup truck and walks across the sidewalk to a white truck parked on the shoulder of 200 South.


The male pulls the door handle and attempts to enter the white pickup truck. The door on the white pickup truck did not open. The male driver then walks to a black truck that is parked in front of the white pickup truck. The male driver is out of sight, but it can be assumed he is continuing the same pattern of trying to open the door.


The male then walks to another dark-colored pickup truck that is in front of the black one. The male pulls on the passenger side handle, and the door does not open. The male driver then gets on the phone and walks back to the Kia. The male then drives around the parking lot and parks behind the victim's car.


Officer Webb was able to obtain a partial license plate number, and after conducting a search, she found two Kia Souls in the Uintah County area.


Sgt. Johnstun contacted the owner of the Kia, and they stated that they had allowed 32-year-old Gill Franklyn Jarman to borrow the car.


While on the phone with Gill, he stated that he has been going through a tough time and is trying to catch up on his bills. Officer Webb told Gill that she knew about one of the vehicles but asked if he had received any cash from any of the others. Gill stated, "It was not. That one was the only one that had cash in it."


Gill said he would come down to the Vernal Police Department to be arrested. He asked questions about the charges before ending the phone call, but Gill never showed up at the police department. The Uintah County Sheriff's Office informed Officer Webb that Gill had possibly fled.


On June 20, 2025, a Naples City officer located Gill and charged him with additional unrelated charges.


On 6/20/25, Officer McGaha observed a black Dodge Ram 1500 traveling southbound on 1500 E at the intersection of 1000 S. The truck displayed an expired registration (September 2024) with red registration stickers.


Through prior knowledge, the officer was aware that the vehicle and its registered owner, Gill Jarman, had the following issues:

A suspended driver's license

No active insurance listed on Insure-Rite

An active statewide warrant


A traffic stop was initiated, and when the officer approached the vehicle, he instructed Gill to show his hands.


Gill was asked to exit the vehicle and informed that he had a warrant for his arrest.


Gill was transported to the Uintah County Jail, and his truck was impounded.


Gill Franklyn Jarman may post bail in the amount of $1,750.00.
