Fruitland, Ut.- On 9/5/23, Deputy Cox saw a green Ford pickup exit the parking lot from the Pinion Ridge rest stop in the Fruitland area. Deputy Cox had observed this truck previously at a known drug house.

Deputy Cox ran the registration, which expired on 7/31/2016 without insurance. The vehicle returned to 43-year-old David Lamont Jenkins. Cox activated his emergency lights and initiated a traffic stop around milepost 71 on US-40.

Upon the Deputy approaching the vehicle, he observed a 2023 decal sticker. A request was made to obtain the driver's license and proof of insurance. The driver said, "He didn't have any of that."

The driver seemed nervous when providing his name and said it was David. When asked for his last name, David's voice started to shake, and he wanted to know why he was stopped. Deputy Cox told him the reason and also asked about the 2023 decal. David said a friend of his stuck that on there. David provided his last name as Jenkins and stated that he had warrants for his arrest.

Deputy Cox had David exit the vehicle, perform a pat down search for weapons, and detained him into handcuffs behind his back. While checking the status of David's warrants, dispatch advised that David's driver's license is denied and that he has three active statewide warrants, including a felony no-bail warrant.

David was advised he was being placed under arrest for the warrants, and his truck was going to be impounded because the registration expired seven years ago, there was no insurance on it, his license was denied, and a decal to another vehicle was on his truck.

David was asked if anything was illegal inside his truck before conducting an inventory for the impound. David said there was not. David was placed into Deputy Cox's patrol vehicle and started the inventory of his vehicle with the assistance of Trooper Shaw with the UHP.

Deputy Cox found a pipe in the driver's side door with burnt marijuana and a vape cartridge labeled "THC." Trooper Shaw located multiple THC vape pens, cartridges in the cup holder, and a small amount of flower marijuana.

While searching around the driver's seat, there was a clear glass pipe full of a white powder substance consistent with meth. A roadside NIK tested positive for meth. After completing the inventory, the vehicle was impounded.

Deputy Cox then transported David to the Duchesne County Jail, where he was booked for possession of controlled substances, meth, and marijuana, drug paraphernalia, driving on a denied license, expired vehicle registration, operating a vehicle without insurance, and use of another person's decal on his license plate. The warrants were marked, served, and sent to the jail.
