A Roosevelt man has a really bad day over some dogs

Roosevelt Police Officer Reed was dispatched to a disorderly on North Union Street because a male had jumped a fence screaming, trying to fight his neighbors over some dogs.
When Officer Reed arrived on the scene, there were three males on the sidewalk. One of the males stated his neighbor, 32-year-old Whaley C Webster, was in his yard banging on the door and yelling at his girlfriend.
When the other two males arrived at the complainant's residence, Whaley began screaming and trying to fight the three men. Whaley became aggressive, so they called 9-1-1.
The girlfriend stated she went to let her dogs out and noticed that Whaley's dog was in her yard. She went to Whaley's residence and knocked on his door, waking him up.
The female said she told Whaley that if he didn't come and get his dogs, her dogs would eat them. The female stated she went back to her house, and Whaley came over, banging on the door.
When the female answered the door, Whaley started yelling and screaming in a violent and threatening manner. She told Whaley to leave, but he refused. The female shut the door and called her boyfriend.
Officer Reed then spoke with Whaley and attempted to explain why he was there, but Whaley was acting erratically and very emotionally. As the officer tried to explain the reason again, Whaley kept interrupting and wouldn’t let the officer talk.
Whaley was warned to stop interrupting, and he became upset again, starting to argue with Officer Reed. The officer told Whaley if he did not calm down and let him explain what was happening, he would go to jail. Whaley said take me to jail. At this time, Whaley Webster was arrested for disorderly conduct.
While Officer Reed was placing Whaley in the back of the patrol truck, he became angry again and slammed his head into the cage, causing his head to bleed.
When arriving at UBMC, the officer asked Whaley if he was using any illegal substances because of how he was acting. Whaley stated yes that he had been using meth. He is also on probation with AP&P.
After being released from the hospital, Whaley was transported to the Duchesne County Jail for disorderly conduct.
