A Man Tries To Rape A Woman Who Works For A Company That Helps People With Disabilities

At around 9:00 p.m., Deputy Borrelli was called to a sexual battery that occurred West of Roosevelt in the Hancock Cove area. When Deputy Borrelli arrived, Trooper Mikulich was on the scene speaking with a male.

Trooper Mikulich stated that 19-year-old Andrew Chandler was lying in the middle of US-40, attempting to commit suicide. When asked why, Andrew said, "It was cause he tried to rape a woman."

Deputy Borrelli contacted Andrew, and when asked what happened tonight, he stated since he couldn't have sex with his girlfriend and he wanted to rape her. Andrew said while she was in his apartment, he walked up behind her, wrapped his arms around her, and stuck his hand down the front of her pants.

When the victim started to fight and told him no, he went outside and made his way to US-40 and tried to kill himself by getting hit by a car.

Andrew was arrested, handcuffed, and placed in the back of a patrol vehicle.

Deputy Borrelli made contact with the victim, who left the scene after Andrew left and then came back when asked. The victim stated she works for a company that helps people with disabilities and visits Andrew to help around and clean his apartment.

When the victim arrived, Andrew asked her for his medication, and then she began to wash the dishes after giving Andrew his medication. The victims said Andrew went outside for a few seconds and then returned inside.

While she was washing the dishes, Andrew wrapped his arms around her waist and forced his hand down her pants. The victim felt her pants slide down while his hand touched her. The victim forced him off her and then kicked him.

The victim then ran out of the apartment to the neighbor's apartment, where a coworker was currently working. The victim entered the apartment, locked the door behind her, and told her coworker what had happened.

Andrew was transported to the Duchesne County Jail. During the transport, dispatch confirmed Andrew had a warrant for his arrest. Andrew was booked for sexual battery, forcible sexual abuse, and a warrant.
