A man tells a UHP Trooper he saw a female sitting in her car acting strange

Trooper Englebright was approached by a man stating he saw a female sitting in her car at the Family Dollar. The man described her as being very fidgety, and he was worried about her well-being.


The man asked the trooper if he could check if she was alright.


Trooper Englebright walked up to the vehicle and saw a female sitting in the driver's seat, looking at her phone while fidgeting and scratching herself.


The trooper knocked on the window and asked if she was alright. She responded that she was fine, but she was there because she thought something was wrong with her skin. She showed the trooper her arms and hands, which appeared normal.


 The trooper asked her if she had taken anything or had anything to drink, to which she stated that she had not.


The female stated she had pain medication that she regularly takes but had not taken it for a day. Trooper Englebright asked where she was coming from, and she said she had dropped her kids off at school.


She was asked for her name but refused to provide it to the trooper.


Due to her demeanor, apparent nervousness, and fidgeting and scratching, it was decided that she should perform field sobriety tests to ensure she was safe to drive.


After the field sobriety tests, In the trooper's training and experience, she was exhibiting signs of being under the influence of a stimulant drug.


Trooper Englebright asked her to provide her name, date of birth, or valid identification, but she refused. He gave her several opportunities to provide identification, but she repeatedly refused.


The female's vehicle was impounded. During the car inventory, the trooper located an ID card and identified the female as 45-year-old Delphine Warren.


After a records check, it was discovered that her driver's license had been revoked.


Delphine was taken to the hospital for a medical clearance. While at the hospital, she admitted to having taken meth earlier that day. She was cleared and then transported to the Duchesne County Jail.


While at the jail, jail staff located a small dime baggie containing a white crystalline powder consistent with methamphetamine.


Delphine Warren was booked on the charges of driving under the influence, failure to disclose identity, driving on a revoked license, possession of a controlled substance, and possession of drug paraphernalia.
