On 1/10/25, officers were dispatched to 8100 East US-40 in Ft. Duchesne regarding an aggravated assault.
During the investigation, it was learned on 1/8/25, 44-year-old Jacob Lavon Minchey was served with a pre-trial protective order that the 8th district court issued on behalf of the victim and three children involved in the case.
During the afternoon, the protected party requested assistance from a male individual to help pick up propane to heat the trailer.
The protected party stated they returned to the trailer park with the propane, and as the male friend was getting out of the car, Jacob ambushed him and started hitting the male on the head with a hammer.
The female told Deputy Mieure that while Jacob was hitting her friend with the hammer, he threatened to kill him multiple times.
The female said they took the hammer away from Jacob while they were on the ground fighting. She separated them, and Jacob fled from the area on foot.
The male was transported by ambulance to a local hospital for treatment for his injuries.
The female stated that her three children witnessed the altercation from the camp trailer, and she gave the hammer to law enforcement to be booked into evidence.
A search of the immediate area was conducted; however, Jacob was not located. An Attempt to Locate was broadcast for Jacob.
On 1/11/25, Jacob arrived at the male's house on Whiterocks Road in Ft. Duchsene. Officers were dispatched to the incident.
Deputy O'Donnal was dispatched to a residence on North Whiterocks Highway on a suspicious detail. He recognized the parties involved and knew of an aggravated assault detail and protective order violation that had occurred on January 10, 2025. Deputy Mieure of the Uintah County Sheriff's Office investigated the matter.
The complainant and victim of the aggravated assault reported Jacob Minchey was currently by the victim's house and was in a gold Pacifica. The complainant later advised that Jacob had left in an unknown direction of travel.
When the deputy arrived at the residence, he met with the complainant and the protected female and learned that Jacob had called the complainant to apologize for last night's incident.
Jacob later arrived at the scene and made contact with the protected female party. The female told Jacob that he needed to turn himself in to law enforcement. He responded to the female, stating he couldn't do that, and then left the area.
It was learned that Jacob eventually drove East on a dead-end road just south of the residence.
While Deputy O'Donnell was on scene gathering more information about Jacob threatening suicide by cop, the female said she was on the phone with Jacob, attempting to get him to return to the scene to turn himself in. Jacob stated he was looking at time in prison and he would do suicide by cop if it came to it.
Law Enforcement set up a perimeter to contain Jacob but was unsuccessful in locating Jacob initially. While searching the area, a gold Pacifica registered to Jacob Minchey was located just East of the complainant's residence on the dead-in road.
Later in the afternoon, the Bureau of Indian Affairs (BIA) Law Enforcement located Jacob in the Gusher area and took him into custody.
