A Vernal City Police Officer responded to an unknown 911 call, reporting that a male was causing a disturbance. The phone hung up, and dispatch couldn't get anyone to answer when they called back.

Officer Maughan arrived at the address and met with 34-year-old Ethan Al Cruz, who was standing outside.

While walking up to Ethan, the officer observed that Ethan had urinated in his pants and was slurring his speech while yelling. Ethan then moved to the porch, and while he was walking, he was stumbling and couldn't maintain his balance. Officer Maughan could detect the strong odor of an alcoholic beverage emitting from Ethan's whole person.

Due to Ethan being intoxicated to the point where he was a danger to himself and others, he was placed into handcuffs and secured in Officer Maughan’s patrol vehicle.

While out on the porch, the female told the officer that Ethan had thrown a beer at her and ripped her shirt. Ethan had gotten mad about a conversation he was not part of, throwing a can of beer at the female and being belligerent by yelling at her and another witness.

The female explained that Ethan had grabbed her shirt, forcing her to stand up and shook her, causing her shirt to rip. She said she told Ethan that she had called the police, and he responded by telling her to change her shirt so that he would not get arrested.

Ethan was then transported to the Uintah County Jail.
