A Female was arrested for harassing employees at the Uintah County Library

Vernal City Police Officers were dispatched to the Uintah County Library on a disorderly call. A female was harassing the employees at the front desk.
When Sgt. Watt arrived, Officer Pummell was talking to a female standing by the front desk. Two library employees were behind the desk. As Sgt. Watt walked in. The female subject held her phone recording and asked Officer Pummell about a library policy. He told her he did not know the answer.
Officer Pummell tried talking to the female about why the police were called, and she said something about how she was being treated and asked the officers if she was black, would the officers be treating her the same way. Officer Pummell told her no and pointed out that she wasn't black.
Officer Pummell told her that she needed to leave and started questioning whether she could be outside on the sidewalk or not.
Several times, she pointed her camera toward the library director and said something to her to elicit a response. Officer Pummell asked the female for some identification, but she refused to give it to him.
Officer Pummell politely explained that this was an investigation and that she needed to give her identification or she could be arrested. She responded by asking if we, as officers, would arrest a mother of three.
Officer Pummell explained again that she could be arrested and would if she did not comply. She continued to question whether she needed to produce identification. Sgt. Watt then asked for her name. She then stated it was Katrine (or Katrina) and then stated she goes by the name Nathan.
Sgt. Watt asked her to spell her first name, but she refused and said something about gender. He asked her again to spell her first name, and again, she refused. She also refused to give her last name and stated that the library people could give her name to the police.
At this point, the decision was made to arrest the female for failure to identify.
Sgt. Watt grabbed one arm and Officer Pummell grabbed the other. Sgt Watt pulled the phone out of her hand and placed it on the counter. The female began yelling for her children, who were by the children's books, to come over and get her phone and record being arrested.
The female was also yelling for other patrons to come over and get her phone to record the arrest.
The two officers had to force her hands behind her back as she kept pulling away to keep them from getting the handcuffs on her wrists. Both officers told her several times to stop resisting, and she claimed she wasn't, but we still had to force her hands behind her back. Sgt. Watt gained control by putting the female’s arm behind her and out, forcing her to bend forward to gain control and place her safely into custody.
Once arrested, the officers asked who could be called to get her children. She continued to argue and wanted one of her children to come over to where they were and take her phone to record them. At that point, she was escorted out to the patrol vehicle. While escorting her, she tried stopping and again yelled for another patron to record her being arrested.
The officers walked the female to the patrol car, where the handcuffs were readjusted, and an extra set of cuffs was placed on her due to her size and broad shoulders. With her permission, Sgt. Watt called several people, keeping the phone on speaker while she made arrangements for someone to get her children.
While Officer Pummell was getting statements from the employees, Sgt. Watt searched the female's purse and found an old Utah ID card with her photo identifying her as 39-year-old Katrine Nicole Myers.
Katrine asked if she could see her children before going to jail, and Officer Pummell brought them outside to see her. She also wanted to give them her cell phone so she could contact them. When Sgt. Watt released the cell phone to the oldest child, she immediately told the oldest child to start recording her being arrested.
It was then Katrine was transported to the Uintah County Jail.
Officer Pummell waited with the children for their father to come and pick them up.
Katrine Myers was charged with disorderly conduct, failing to stop upon request, failure to provide name and date of birth to officers, and resisting arrest. She was additionally warned for trespassing.
