A Female On Probation For Distribution Of Dangerous Drugs Arrested During A Compliance Check

AP&P Agents asked Roosevelt Police for assistance with a compliance check on a probationer at a residence at 158 East 800 South.


When Officer Harrison arrived at the apartment complex, Agents were in the parking lot meeting with 58-year-old Shannon Emmy Russell, who is on felony probation for distribution of dangerous drugs.


Shannon was advised of her Miranda Rights when the officers found a tooter and a piece of tin foil with a blue Fentanyl pill inside of an empty cigarette box in Shannon's purse.


She told the officers that they would find more drug paraphernalia in her home, most likely more tooters, marijuana pipes, and more tinfoil with residue on them.


Before entering the residence, Shannon handed the officer a small rubber container that she removed from her bra. She stated she had a Fentanyl pill in there as well.


Cpl. Harrison and his K9 were deployed inside the residence, and the K9 gave a positive indication of illegal narcotics in the bedroom by the bed belonging to Shannon.


A search of the home was performed as we were requested to assist by agents. In the bedroom, on a nightstand, on top of it, in a trash can next to it, and in a red container on a nearby dresser, they found many items of paraphernalia:


Multiple pieces of tinfoil with suspected burnt fentanyl residue, Five plastic tube tooters with burnt residue or a white powdery substance consistent with ground fentanyl, a glass pipe with white and burnt residue consistent with methamphetamine, 3 baggies (1 clear and 2 green) the 2 green ones with a white residue consistent with methamphetamine, a small red vile/grinder with suspected ground fentanyl, a pink rubber Patrick starfish marijuana pipe holder with burnt residue marks on it, a blue glass marijuana pipe with burnt marijuana in it and a small black container with a few flakes of a green leafy substance consistent with marijuana in it.


Shannon was placed under arrest and taken to UBMC for medical clearance due to a recent injury. AP&P Agents then transported her to the Duchesne County Jail for booking on the charges mentioned above and a 72-hour AP&P hold.
