A Deputy Stops To Check On A Suspicious Vehicle With A Person Laying On The Ground Next To The Truck

While on patrol, a Uintah County Deputy noticed a muddy Ford F-150 parked in a pullout near milepost 33.5 on SR 121. Next to the truck, a subject was laying on the ground.
When the deputy pulled up to the vehicle, he saw a female quickly jump to her feet and into the driver's seat. Deputy Fairey approached the truck and smelled an overwhelming odor of marijuana coming from the vehicle.
The driver was uncooperative and refused to roll down the window to speak with the deputy. After opening the driver's door, the female became erratic and attempted to pull the door closed several times.
The driver was instructed to remain calm, but instead, she put the truck in drive with the door open and turned on the lights as she sped away.
Dispatch checked the vehicle registration and indicated that it was registered to 50-year-old Roburta Ann Tabbee. The record showed that the vehicle was uninsured. A photograph attached to Roburta's driver's license positively identified her as the driver who fled the initial encounter.
Assisting officers were able to acquire the vehicle as it drove into Vernal but quickly lost sight of it.
Approximately 45 minutes later, an assisting officer located the suspect vehicle at a car wash in Vernal. The officer made contact with Roburta, who again attempted to flee in the vehicle, but officers were able to get her detained before she could leave.
The adult male passenger was identified as Roburta's special needs son.
Roburta was uncooperative and declined to provide police with any contact information for an individual who could come for her son. Eventually, a family member was identified and arrived to take custody of Roberta's son.
When the deputy was escorting the son to his aunt's vehicle, the deputy detected a strong odor of marijuana coming from his person. His aunt located a metal tin containing burnt and new marijuana joints in his hoodie pocket.
She stated that her nephew is non-verbal with the maturity level and comprehension of an 8-year-old child. The aunt said that Roburta was a user of marijuana and that she did not believe her special needs nephew used marijuana.
A search of Roburta's vehicle was conducted. A black backpack containing female hygiene and makeup products was in the rear seat area. Inside the backpack were several containers marked THC and numerous items of drug paraphernalia. There was also a container holding a burnt marijuana joint found in the front seat center console.
The items collected from Roburta's vehicle were booked into evidence at the sheriff's office and have been submitted for testing to confirm the existence of illegal drugs.
Roburta Tabbee was booked into the Uintah County Jail on the following Eighth District Court charges:
Felony 3: endangerment of a vulnerable adult
Misdemeanor A: fail to stop at the command of law enforcement
Misdemeanor B: possession of marijuana
Misdemeanor B: possession of drug paraphernalia
Misdemeanor C: operating a vehicle without insurance
