A Child Calls 9-1-1 Saying She Is Afraid Because Her Parents Are Fighting

Cpl. Ross with the Vernal Police Department responded to a domestic detail near 400 East 700 South. The complainant (who was one of the children) reported that she was afraid because her parents are fighting.


When Cpl. Ross arrived on the scene. He was met by the victim, the child, and the male, who was identified as 35-year-old Victor Isidro Lopez by his ID card.


The victim stated that this incident started when Victor began arguing with her in the car. When the victim wanted to leave, Victor grabbed her arm, preventing her from leaving the vehicle. The victim stated that throughout this incident, Victor was screaming at her for the majority of the time. The victim stated she was able to stand outside the residence as Victor did not want her to go anywhere without him by her side.


The victim stated Victor grabbed her by her wrists and dragged her inside the residence, where both children were. The victim said she was sitting down while Victor continued to argue and yell at her. The victim stated she wanted to leave and stood up from the chair to leave, and Victor pushed her back down into the seat to continue their argument. The victim was able to go to the bathroom to get away from Victor, but he followed her.


While speaking with Victor, he stated that during the argument in the vehicle, he grabbed the victim's hand when she wanted to leave the vehicle because he wanted to continue the conversation. Victor also stated that he grabbed the victim's arm while outside the residence to take her into the residence. Victor stated that in the residence, he followed the victim to the bathroom while they were arguing.


Victor was informed that he was under arrest, placed in handcuffs, secured in the back of Cpl Ross' patrol vehicle, and transported to the Uintah County Jail.


The victim stated she requested to leave multiple times, but Victor physically restrained her and detained her against her will. Victor engaged in tumultuous behavior and made unreasonable noises in a private and public place. Victor had knowledge the children were inside the residence while committing an act of domestic violence.


Victor Lopez was charged with the following:

Unlawful Detention DV

Domestic violence in the Presence of a Child x2

Disorderly Conduct


Victor Isidro Lopez may post bail in the amount of $2,230.00.
