9-1-1 Dispatch First Responders To A Roosevelt Hotel On A Male Overdosing On Fentanyl

At 2:21 pm, Officer Harrison received a report of an overdose at 65 South US-40 at the Frontier Grill Hotel. It was reported that a male subject was overdosing on fentanyl and was unconscious and not breathing.
The officer spoke with the female on scene who, stated she was 53-year-old Hoomphanh (Eddie) Vanvilay girlfriend. Officer Harrison asked her if she was the one who called 9-1-1. She said she went outside yelling for help.
The officer asked the girlfriend how much Hoomphanh used, and she stated a single pill. Inside the hotel room, there were drugs on the table above where Hoomphanh was lying on the floor. There was a piece of tin foil with what appeared to be a blue fentanyl pill on it with a tooter next to it used to smoke the pill. Next to that was a clear glass pipe with a white residue in it consistent with methamphetamine.
A piece of tin foil had what appeared to be a white crystal-like substance consistent with methamphetamine.
The female stated that all the drugs and paraphernalia on the table were Hoomphanh's, and she used the drugs with him. Hoomphanh was transported to the hospital and released later.
On 7/7/24, AP&P picked up Hoomphanh, arrested him for probation violations, and notified Officer Harrison of this. Due to the items located in Hoomphanh's room and other information given to the officer, he was charged with possession of a controlled substance, a schedule II drug (fentanyl), a 3rd-degree felony due to priors, possession of a controlled substance schedule II drug methamphetamine a 3rd-degree felony, and possession of drug paraphernalia a class B misdemeanor.
Based on the affirmation of the arresting officer, the undersigned magistrate finds that probable cause existed for the arrest without a warrant of Hoomphanh Vanvilay.
The current offense is a felony committed while on probation or parole, or while free on bail awaiting trial on a previous felony charge. The court finds substantial evidence to support the current felony charge.
Therefore, the court orders that Hoomphanh Vanvilay is to be held without bail.
