At 2:15 in the morning, a Vernal City Police Officer saw a female walking in the eastbound lane of US-40 stumbling onto the sidewalk, and then continuing to stumble down the sidewalk.
Officer Boren parked, got out, and asked the woman if she was ok. At first, she did not respond and continued walking.
However, she then stopped, removed the headphones from her ears, and attempted to continue walking down the sidewalk.
The officer asked again what was wrong, and the female said she was walking to Denny’s.
The female identified herself as 18-year-old Julianna Morse.
Once another Vernal City Officer arrived to assist, Julianna became increasingly aggressive and started cursing at the officers. She agreed to a PBT, which showed a breath sample of .182 BrAC.
In the process of administering the test, Julianna stated, "I'm old enough to pay my own bills, I'm old enough to do all of this, so what the fuck, why can't I drink?"
Based on the probable cause report, Julianna Morse was placed under arrest and taken to the Uintah County Jail.
